The problem is not in the emulator. My terminal emulator has no problem sending ^S/^Q. The problem is in the machine I have to go through to get to my workstation at work. I dial in to a modem connected at 1200/2400 baud to a box which has an ethernet connection to my workstation. It's this 1200/2400 baud box which swallows the ^S/^Q, and I have no control over that box.
