Yes for some laptops. Quality varies and is critical in a laptop. A
desktop that sits in a more or less stable environment can be less
than bulletproof and survive a long time. A laptop which gets tossed
and thrown around a lot must be really rugged to survive. 
Toshibas seem to be reasonably reliable.
