I'd get the article first and read it.  I'm definitely no expert but
it looks like this solution is good for someone using only 8 colors
(CGA).  I'd love to hear about anyone who has purchased or designed
VGA --> NTSC.  Specifically I'd like to put Autodesk animations on 
video tape (256 colors, cga resolution).
