Three possibilities come to mind: they may have developed the proximity fuses they need to make effective chemical warheads, they might have completed some further refinement of their homegrown Scud program (they need better accuracy; they're more likely to have come up with more range or a heavier payload), or they may have come up with some sort of prototype for the "supergun" they were working on until its designer was assasinated last year. Or they may be bluffing.
