Could you please be a little more verbose in your Subject: line? If you
specify which line (for example by specifying which locations it connects),
the message becomes much easier to filter for topicality and for history.
Something like "CICNET circuit UMN<>WISC not working". It would also be
useful to say (in the body) if this resulted in either of the sites becoming
entirely unreachable.
