Subject: NN and Tabu search

Sometime back I had come across a reference somewhere entitled "Neural Networks
and Tabu Search". The title may not be exactly as I have given, also I don't
know where  exactly I came across this reference and neither do I know the name
of the authors. I would appreciate if anybody out there can help me find it.

I know the information I've given is nothing and it is like looking for a 
needle in a haystack. I've looked under all possible subjects in my library 
and am posting here as a last resort.
