Okay, here is the situation:

I am writing an application that uses icons...each icon is a 4-bit bit map
of 38x38 pixels.  I want to make some premade icons using a paint program.
Does anyone know:

A.) Any paint programs that will let me restrict the picture file to 38x38 
pixels.
B.) The format for the pic file made by that program.

Or am I going to have to write my own Icon Editor?
