JAX, you know better, so watch the sloppy language that can give a false
impression, please?  True there are are committee votes that are 12-10 or some
other close number.  When there is a vote like that, NOTHING HAPPENS except
that the issue goes back to the technical subcommittee for another round of
debate and modification.  It gets past the TC (and BASIS is changed) ONLY when
the margin is overwhelming.  That's why this is taking so long!
