have 3-4 libraries as the fig. shows
         [root]--
                |- lib1
                |- lib2
                |- lib3
i have defined logicals for all of them; even the root; i cannot seem to
use the 'use' statement right when i say 

use logical_name_for_lib1.package_name.all

i am getting an error saying "Symbol not found", "Error in use_clause
name....."
prior to being so organized (!), i had used just use work.package_name.all
and it worked fine; any clues how to work on this visibility thing?
