A lot of work in the tcp world, both in terms of defining protocols, and in creating implementations, has been done by students, hackers, systems programmers, hobbiests, and other types of "unfunded researchers". While $1000 might not be significant to a company actually intending to eventually sell a product, it is certainly enough, together with the difficulty and time lag inherent in obtaining the documents, to stop much work before it has even had a chance to begin.
