Memebership fees vary, but there are several types, including student fees. Perhaps the ISO and CCITT should institute some similar scheme, where members receive discounts, and where stduent memberships are cheap enough to allow students to buy the standards. Other interested parties would foot the full bill. (If you were interested, why wouldn't you join?). Perhaps some organization like the IEEE should take it upon itself to make such a deal with ISO/CCITT and start offering discount blue books to its membership.
