Since a good, reliable, portable archiver like zoo or lharc is a very
valuable tool for the UseNet society, how about trying to start
coordinated efforts to obtain such a tool. The currently existing zoo
and lharc programs may be a good start, their creators might wish to
join (or lead?) the team. 
A dedicated newgroup or maling-list would be the first step..
