On the boot volume the file that is open is */System/System.Setup/Sys.Resources which is opened by the system software itself. All other volumes can be reorganized with the orca commands. If you want to reorder the boot volume, then you must shutdown and boot from a different disk then run orca and finally the commands to reorder the directory.
