Reason being, the STE desktop doesn't - remember medium rez .INF file saves, so you can only boot into low. Don't use STE_FIX.PRG (the program you're looking for). Instead, load DESKTOP.INF into a text editor and change the 5th line, where it has a 12, to 13. This tells the STe to boot in monochrome, but since you use it on a color monitor, it drops down to the next highest res.
