A fairly nice serial fax modem is available from Everex.  It won't fit
into a laptop, but it's the same size as a standard data modem.

It connects to a serial port at 19200-baud for faxes and supports data
connections up to 2400-baud with MNP-5.

I haven't tried it with dos, but it works okay with ISC Unix.
