The net has limited resources, of course; this is often stated as limited bandwidth (limited K/day, or something). Another interpretation is that most site-to-site links apparently cost money to run, like a phone line. (Don't really understand this myself, since [I think] most of the Internet is based on leased phone lines, which shouldn't [reasonably] be charged by volume.
