Assuming that what you mean by "there is no cdev resource setting in the executable" is that the file type is not cdev but rather is xdev, the answer is yes.  What it looks like is happening is that the cdev has been "turned off" by an INIT manager like Aask.  While there are a couple of ways these things work, one way is to change the file type from cdev to xdev.
