I *think* it also includes the library that you need to include to get the assembly glue, but it certainly includes a header file and some example source. On rascal.ics.utexas.bin, in programming/+_C-src+bin there's a Number-Talk thing that has this kind of stuff, too. You need to transfer the _bin file in MacBinary mode.
