You need to make a dummy /etc/passwd and /etc/group relative to the
 ~ftp not / because the ftp anon account does a chroot to ~ftp. That
prevents access to any files outside the ~ftp account.

When the ls command can't resolve a UID or a GID, then it just prints
what it knows, the number itself. If the /etc/passwd and /etc/group is not
where it expects it, in the chrooted file system, that is why it works
like it does.

Because of the chroot, $HOME=/ for a correct file reference inside the
anon ftp account.
