Is the X Consortium actively addressing the fields of internationlization
and localization?  I have been led to believe that the Motif xterm is not
even 8-bit clean, is this the case?

Also, are there any plans to have tools such as those in DEC's Ultrix which
enable you to re-engineer existing code so as to extract hard coded help
messages etc and automatically create message file?
