The Road & Traffic Authority of New South Wales , Australia.  Is 
reputedly the largest commercial Unix sight in the Southern Hemisphere.

(Eg. Statistics.
     Expenditure 1989-90 = A$ 1,537M
     Employs 10,400 Staff
        Approx 5,000 workstations or terminals
Maintains 39,000 km of roads & 6,200 bridges
Administers 3.8M vehicles & 3.9M drivers
        Approx peak-load 80,000 transaction per hour  )

Is timidly viewing a general shift among our users from character based to 
X-Window technologies.  We are interested in gaining information (good & bad)
 of experiences from similar sized organization who have already made this 
move.  Suggested areas = network loads, changes in user habits / productivity
 etc. .We would also be interested in notification of any formal studies 
along these lines.
