All CA*net nodes will be unreachable for a 15 to 20 minutes period
during a scheduled outage on Thursday 24, January 1991 between 0200
UTC and 0245 UTC, in order to convert IBGP from BGP1 to BGP2.

The upgrade in intended to resolve recent routing instabilities.
