As Tomita-san mentioned, the correct IP Number is 133.11.11.11
or utsun.s.u-tokyo.ac.jp if you have a nameserver active

the desired program is in TeX/emtex

extracted from README in this directory:

jemtx101.zip	sol.deakin.oz.au	    Tools for using Japanese on emTeX

So you have to set ftp to binary mode and unpack jemtx101.zip
with the program PKUNZIP
