I don't know if this is the program you are referring to, but there is a
program on SIMTEL called GIFDE32A.ZIP in directory <MSDOS-GIF>.

The only description of it is that you can view several GIF's at one
time and that it requires VGA with >= 512K.  Since I don't have VGA,
I didn't download the program.
