 -> JAX, you know better, so watch the sloppy language that can give a
 -> false impression, please?  True there are are committee votes that
 -> are 12-10 or some other close number.  When there is a vote like
 -> that, NOTHING HAPPENS except that the issue goes back to the
 -> technical subcommittee for another round of debate and modification.
 -> It gets past the TC (and BASIS is changed) ONLY when the margin is
 -> overwhelming.  That's why this is taking so long!

         Well, you know that after it's clear which way the wind is
 blowing we all tend to "submit to party discipline" and vote in a way
 that assures that *some* action will be taken at a meeting! If we voted
 our feelings consistently, ALL votes would be 11-11!!!
