The Tax Reform Act of 1976 grants states permision to require SSN's for vehicle registration and drivers licenses, local and state tax purposes, state welfare programs, and the parent locator service. The Deficit Reduction Act of 1984 required banks to report interest keyed to the SSN (and requires Banks to obtain your SSN from you). The Tax Reform Act of 1986 requires parents to show SSN's for children over five who are claimed as dependents.
