It sounds like you've got a problem with the carrier detect (CD) signal coming from the modem. It is this signal that tells Procomm (or any other comms package) that you are online. Likewise, when in host mode, Procomm waits for the modem to assert CD so it knows when somebody has dialed in. When it sees this signal it starts sending the welcome message etc. The problem could be that the modem can't assert the signal or that the PC serial port receiver for the CD line is dead. If you are unable to easily measure these then try to borrow another modem or serial card to try to determine which is faulty. Don't bother Datastorm though, it certainly isn't their problem.
