You asked for info concerning the Secure Data Network System
(SDNS) documents.
The proposed protocols have been published by NIST as:
NISTIR 90-4250, 90-4259, and 90-4262.  The protocols are not
very readable.  If you want something more tutorial see the 
Proceedings of the 10th and 11th National Computer Security 
Conference.  The Proceedings were published jointly by the
NBS (now NIST), and the National Computer Security Center.
The relevant tutorial articles total about 23 pages.  If getting 
them is a hassle, give me an address; I will make a copy and mail
