The OS/2 news groups are called comp.os.os2.{misc,programmer,...} .

I haven't installed this myself (still haven't managed to extract 1.3 from
IBM Canada).  But I've read elsewhere that to preserve dual boot when
you upgrade from 1.2 to 1.3 you *must* do the 1.3 intall from DOS mode. 
That is, boot /dos, then do the install.
