I need to either find or build a tool to create, maintain, and view on-line
documentation.  Unix man is a possibility but much of this documentation
will have to be written by Unix ignorant people.  Does anybody know of a
freely available tool to maintain a documentation system and allow easy
viewing and searching of documents?
