     I intentionally quoted most of our previous messages so I can make
my question clearer!

     Mark, in his response to Jamal, says "the convention is not
required to consider the matter.  It may do so if it wishes...",
insinuating that the convention has a mind all its own, much like an
individual.
     So then, again, who is asked the question, "Do you want to consider
this matter?", when it is being determined whether or not "the
convention" will address the issue?
