You add it to your $NEWSCTL/mailpaths file, translating '.'s to '-'s.
Read spaf's recent posting in news.admin, "How to Construct the
Mailpaths File".  If it is already absent from your site, I will send
you a copy on request.  You might just want to add just a general
hierarchy pattern, like the following for example, rather than one for
each newsgroup:

rpi     %s@rpi.edu

   And how can this moderator do a posting to the newsgroup without
   getting told it is moderated?

By adding an "Approved: moderator@address" header.

   Does a posting to this moderated newsgroup get mailed to the
   moderator automatically?

It should be mailed only from the point of posting; this is how it
works with C News.
