A friend of mine needs to begin keeping track of articles of interest in
his specialty.  His request suggests to me he needs some sort of basic
biblio-type database format.

I'm not versed in this area but want to help him if I can.  Any ftp
sites would be best.  My assumption is that he is on a low budget.
