Mark, the standards you want are CCITT T.4, T.30, V.21, V.27ter, and 
V.29.  These cannot legally be stored or distributed in electronic 
form, because they are copyrighted by the International 
Telecommunications Union.  You can obtain printed copies through 
various CCITT document outlets in the USA, including the UN 
bookstore, and National Technical Information Service.  I usually 
buy mine though Omnicom, Inc., in Vienna, VA (1-800-OMNICOM).  
Copies of CCITT standards are also available in many corporate and 
university technical libraries.  Be sure to get the 1988 (Blue Book) 
versions.
