   It sounds like whoever wrote the low-level serial driver for Procomm 
couldn't imagine more than one character being polled from the UART during one 
interrupt (which is very sloppy even for non-buffered UARTs: a character could 
easily arrive while the previous interrupt is being serviced).  If that's the 
case, then you won't get the drivers to work with the 16550 in buffered mode.
