Private Citizen is in a suburb of Chicago, IL, and is listed in the
Chicago telephone directory.  Bulmash charges a fee for putting your
name on a list, which he circulates, and then prosecutes in civil court
those who violate the announced intention of privacy of those on the
list.

He's actually collected some settlements from large retailers.
