MAP/TOP have published a complete ACSE/Pres API in the MAP/TOP specification (version 3.0). The 'Private Communications API' as it is called, is intended to be OS-neutral -- equally applicable to any OS (UNIX, DOS, OS/2...). I know of at least 2 currently available implementations.
