There is also an lpd server available from ogre.cica.indiana.edu (129.79.22.178) as part of tn3270iu.zip in directory ~/pub. I have not examined this; it is probably not public domain either. Also, I hear FTP Software markets an LPD server for DOS. While you do say "public domain", consider the value of support which comes with commercial products.
