I put the most recent copy of NuLib (v3.02) on tybalt.caltech.edu.  The
OCF cluster hasn't reinstated anonymous FTP, so the usual sites (avalanche,
tornado, headcrash .berkeley.edu) won't work.

As far as work on NuLib goes, I just got stuck again... something is weird
with the C compiler now.  Sigh.
