UUDECODE comes in a package mostly called UUX and somtimes UUXBIN when
the C source is included. In these packages both UUD(decode) and UUE(encode)
are included. These packages are packed with ARC most of the time so you'll
need that to unpack UUD with which you can decode other files.
 
If you're allowed to use FTP you could try the various ANONYMOUS ftp sites
and scan the UTILITIES directories.

Don't panic; I spent several weeks to assemble my "Compression Suite", one
disk full with programs (and shells for these programs) to pack and unpack
ARC,ZOO,LZH,SH,ZIP and UUE files.
