Yes the IIfx power supply is much quieter than the II power supply.
This is because the IIfx uses a variable speed fan.

As for getting another power supply, good luck. You can't usually purchase
components without trading another one in. One other thing you might try
is having your current II power supply replaced. I had mine done
recently and received a much quieter fan in return. My power supply had
failed.
