There is a Windows 3 device driver called TurboCom which provides 1655o UART
support and breaks the 9600 baud barrier.  It also fixes several of the  
annoying aspects of the standard comm drivers having to do with comm port
addresses and "who's go the comm port".

57.6k, completely backward compatible, addresses issues related to 
needing SETCOM for use with COM3 and COM4.  Virtualizes 16550 for 
DOS apps running in Enhanced mode.
