Was a similar change made to 817 at the time? This would be for area-wide uniformity in the Dallas-Fort Worth area. I did some re-formatting of my "history" file, which notes that 201/609 and 919/704 have the same calling instructions for the sake of uniformity (although only one area code in each pair needed N0X/N1X prefixes).
