Subject: What is EMACS?  (new guy needs help!)

This is a total novice question, but I have nowhere else to go.  PLease bear
with me, I need answers to the following:
 
-What exactly is EMACS?  from what I've heard it is a super powerful text
editor distributed freely.  True?
 
-How do I get a copy of EMACS?  How can I get just the documentation?
 
-Will EMACS run on a VAX under VMS?  How?  can I run it in my own partition or
do I need the system manager to install it?  How can I convince him to do that?
