Please *do not* do this!  Instead, why don't sites that need the elm patches
talk to their neighbours - they should be able to get the stuff they need
from nearby sites by mail or anonymous uucp without burdening the whole net
with this stuff, which has been posted once already.

Or you could wait for 2.4.
