If you are upgrading from Turbo C++ Professional to Borland C++ (thats right, not Turbo C++) you need to have your serial numbers for both Turbo C++ and the Debugger. In Texas the total upgrade cost (upgrade, Texas tax, and $10.00 shipping fee) approximately $116.00. They do not have a ship date yet, though I've seen on the net both the 29th of the month and also that they were already shipping.
