The most likely reason is that you don't have the configFile resource set in
your ~/Mwm or ~/.Xdefaults file.  I've include mine, below:

# Configuration file
# contains definition of window and root menus and bindings
Mwm*configFile: /usr/users/heiney/.mwmrc
