The first report on them as far as I can remember was in Janes in '89 where the first one was identified as the Baghdad-1, a commercial airliner converted to carry a certain amount of early warning gear although lacking anywhere near the sophistication of western AWACS. Allowing for the fact that Iraq sent a lot of it's people abroad to train in electronics it would be reasonable to assume they have managed to fabricate some useful equipment for these aircraft.
