No.  God the Father is the perfection, God the Son is the knowledge of
the perfection (Truth), and God the Spirit is the Love of Perfection and
the Love of the Knowledge of that Perfection.  All are actual, there is
no potentiality here at all.  I don't know how you would cast this
in electrical analogy.
