MH (and xmh and other MH "front-ends") will let you put anything you want
in the mail header.  You can make a default template file for all new
messages that has either empty components (for you to fill in) or complete
components (included in all mail messages automatically).  Also, as you
compose a message, MH lets you edit *all* of it, both header and body...
no ~h command needed.
